Why is Tasmania's doctrine Axis?

I find it weird that Tasmania, a state in Australia, Axis, this makes no sense at all since all the rest of Australia is allied. I looked it up and couldn't get any answers, I would understand that Poland would have a doctrine change, but why Tasmania not changed to allied yet. Searching Sir Ernest Clark doesn't even say that he was Axis related as well.
