All the other aircrafts have 7 levels except the attack bomber. Why is that?

It's a good question.
And why are they not available earlier, in most doctrines?
And why does the research take that long, for a plane that's smaller and shorter ranged than a tactical bomber?

Also why is it called attack bomber instead of dive bomber? Looking at the planes and their damage against ships shows that they are dive bombers. Why use the less common name?
They weren't all dive bombers. Russians used the Ilyushin Il-2, Sturmovik: The Il-2 is generally considered the finest ground-attack aircraft produced by any nation during World War II.
Not a dive bomber.
