Why patrols give more damage ?

While enemy planes patrolling. If I send same count plane they always win war. Why I have to use patrol with planes ?

If enemy has 15 planes and send them patrolling 3 group 5-5-5. I can never get there even with 150 plane. What is this

The balance of planes patrolling against each other is changing next week anyway, so there is little practical advice that can be given today on this subject.
