Why wasn't the correct damage dealt?

I am defending against an attacking nation on day 1. I had a stack of 2 infantry in the center of one of my core provinces (it was a plains terrain) that was supposed to deal 10.4 damage defending against unarmored. The enemy sent a single infantry unit to the province, which had 15 HP. When the troops engaged and started fighting (the enemy was attacking, I was defending), the enemy's infantry still had 7 HP, meaning that only 8 units of damage had been dealt. I scouted his army with an armored car so I knew the infantry was the only unit in the stack. He also didn't have any defense bonus, because the battle happened on my territory. So, if my stack was supposed to deal 10.4 damage to the enemy, why was only 8 damage dealt?

I’m not to sure I’m kinda new here. But I think I read somewhere in here that there’s an occasional randomness to the fights. I mean irl not every stronger army automatically wins. The random factor takes this into a account

I could be wrong, if so someone will soon point that out.
