Yes if you bombard C's army after they take the city. You stop bombing automatically if country C captures the city tho.

Will Bombarding Trigger War?
So i am nation A, am at war with nation B, and at peace with country C.
I have a railroad gun unit that I want to bombard a country B army, stationed at the center of a city owned by B. While im bombarding, if an army of country C (who is war with country B) attacks the city and starts melee with B's army, will I start a war with country C? and what if country C takes the city?

Artillery doesn't cause friendly fire. If I was army C and you fired rockets that damage all, then I would go to war against you.
