Will I ever be able to produce manpower?

I am playing as Poland and knew that either Germany or the USSR would be invading… So, I evacuated to Mecca and am building a new country out of Saudi Arabia, Oman, Yemen, and British India. The Soviets captured all of my Polish homeland less than a day after the capturing of Mecca.

So far, I am able to produce resources with the 6 cities I have captured but can’t produce manpower. I have built a capital with a level 2 recruitment office but still no luck. I get that morale is low (39%) in my capital so there won’t be much but have had ZERO troop production.

Will I ever be able to produce manpower? Or did leaving my homeland make it impossible?

I recently evacuated great Britain and took over South america. Almost all of it was needed to be on par in terms of resources as fully loaded cores. At 25%. You need least 4 times as many cities before upgrades.

Remember that as a Non Core province you will only produce 25% of the resources, this includes Manpower. So for example I have a Non Core province that is Urban and at 100 Morale. Looking at the manpower it produces it is 150 men, this is per day so I get 6.25 PER HOUR. So to answer your question you will never have the manpower that even a Single City AI Country will produce. Looking at my Core, my highest manpower city with Full building upgrades and 100 Morale produces 1800 manpower per day, so I get 75 PER HOUR. Hope this helps answer you.
