I think it lowers popularity by upto 25% although that might be for war, I think it certainly does lower it, but not drastically. Good luck anyway.

Will nuking someone lower your popularity?
I am asking because I got 5 AIs near me with trade embargo. So if I nuke someone I'm already at war with, will my global popularity go down and make those AIs more likely to declare war on me?
