Is the world map only for users that pay? and if its not when does it come out?

Even 8 is too much, I like to play 2 or 3 games that I can concentrate on properly. It's too much for a man with a job a girlfriend and a dog.
so when do you think we will be able to make a private room with that map?
I doubt we will be able to unfortunately 
I think it would be too big for a smallish group to play by themselves. You can't have a private game of the world map in S1914 so I think they have the same thinking.
