We treat them like player countries, good tools for RP. If they attack players they can retaliate, though.

OK, so you start the game being at war with all the countries your nation was at war with in 1939? Because then how would the game be played apart from waiting for someone to attack?

No, just before. Starts off with the same nations, relations and alliances, but you can change whatever you want as long as it is within the game limits.

Right, so my understanding of it is that you
- Can't use boosters/gold
- Can't attack anyone without good reason (if you could let me know what qualifies as a good reason I would appreciate it very much)
- Can't attack AIs unless they attack you

No blueprint units. There are many other rules but they will be made later down the road. This is like a month or two away.
