RP Operation Barbarossa Cancelled

I am thinking of creating an RP using the 25 player map starting just after Germany has conquered France. At this point most WW2 history nerds wonder why the Germans did not follow a Mediterranean strategy as formulated by Admiral Raeder to grab the Middle East oil and outflank the Soviet Union from the south. Well this is an opportunity to explore this alternate reality.

In order to kick this off I am looking to document the start positions of all countries on the 25 player map, specifically, what units they have and what techs have been researched. I have done about half the countries but if anyone has this fully documented, it would be great to get a copy.

Once I have setup how this RP will work, especially set up the tech limits applying to each country, I will be calling for players to join this RP. The main protagonists will have to be carefully selected and will need to be active.
