I think that that is a great idea. I was wishing for something like that yesterday when all of my cities were taken and I was left with no army.
1.5 Militia Suggestion
In 1.5, units can only be produced in cities. This means that if your army is destroyed, and all of your cities are taken, you're done. I think that maybe a new type of barracks could be added for the non-city provinces, that could only produce militia. This would allow militia to gain a bigger role in the strategy of the game, as most players don't use militia that often. Feel free to tell me what you think.

I agree, cause militia is a very simple unit, but maybe it will take less time if militia is produced in urban provinces.

It could work only in certain situations, but I like it. I say only because unless your playing USA or USSR in HWW 1.5, every other nation and every other map food can be a problem, making many militias and a few infantry/ordnance units, food or goods will be a problem, that even industry lvl 5 (and local industry lvl 3) in all of the food/good producing provinces wouldn't keep up, at all.

This has historical value as well. A lot of militias were HQ'd in the rural country-side. They wouldn't be "trained" in a barracks they would be recruited or picked up at bars, farms, schools etc.
For historical accuracy and convenience, I agree with everyone here. Militia should be recruited in rural provinces. Without any building requirements. They have no real equipment or training, so they should be cheap to produce in every way.
However, militia production was a big problem for new players in 1.0 and the production restriction in 1.5 really helps with this. The issue is that new players want to produce "something", and they want to do it "right away". So they end up spamming barracks and militia everywhere. This drains the economy of food and goods, making it impossible to improve cities or build real units. The new player is stuck with troops that are slow and ineffective, and they lose even more quickly.
This is still a problem, to some degree. Inexperienced players continue to build barracks everywhere, and they build too much militia. But at least the damage is limited to cities.
The other thing inexperienced players often do is build every unit factory, in every city. This also drains resources. They can't actually build these units, because they don't have the resources, and the city can only build one unit at a time. To help these players, the game should offer them some tips like: "Are you sure you need another factory here? This city already has a barracks. Build some infantry for defense. You already have a tank factory next door."
Interesting idea. However, you will have to make milita weaker.
Just make the production time really long so new players wonβt be tempted to build militia everywhere since they will see 4hrs to produce 1 militia here or 2hrs and 45 mins to produce 1 infantry in my city. I would see the function of this is when you are out of cities or if you need to create a defensive line and have way more resources then time.
