wait, do you have this problem on mobile? Because on mobile the province list should resize itself automatically based on device resolution. Unless you play in desktop mode on mobile

In the desktop version these problems likely occur with a small screen resolution, and a workaround for that is switching to the build queue or using CTRL and - on the keyboard to zoom out.
