Ability To Trade Manpower

It is very hard to do a lot in this game if I can't at least get some manpower. It's easy to work with in the beginning of the game but at some point it's too hard to actually produce or upgrade any units, mainly because my manpower production starts to dwindle but no matter the amount of recruiting stations I build (and I build them in the most productive provinces), I still don't get a good boost. Once, I built 16 recruiting stations and there seemed to be no change in my production rates.

So I'm suggesting that we can trade excess resources for manpower or the production rates of recruiting stations are increased.

In reality manpower is not a tradable commodity, therefore should not be tradable in the game. To be successful, ALL core urban and non-resource producing provinces need to have recruitment centers maxed out at some point in the game.

A person needs to get the balance right.

A lack of manpower is almost similar as an inflation.What causes inflation? Spending money that isn't there and printing money left and right for spending...Manpower is needed to produce units-higher level recruiting stations and new captured provinces are needed to get new manpower...If you don't capture new territory and continue to produce units, the manpower will run out,even if you upgrade your recruiting stations.It all needs to go with each other-upgrade recruiting stations, produce units and capture new territory.If you fall heavy behind on manpower and can't produce units,you need to stop producing and use the units what you have and capture a lot of new territory and upgrade those recruiting stations.

People produce too many units without upgrading or capturing and then falls behind and then when the real campaign starts there's not enough manpower.

If you invest extremely in recruiting stations early in the game before you start a major campaign,it will be easier later on.
