This sounds pretty good, except for the last bit.
Add new terrain the marsh or swamp
This terrain would give a great advantage to infantry units and maybe some kind of new aquatic tanks, but would hinder the movement of regular armor and transports.
the one caveat could be if you built an infrastructure it could actually change the terrain to function more like hills untill the infrastructure is damaged or destroyed.

- IF marshes/swamps are implemented, they should hinder troop movement for all units. More so for armor, but as well for infantry.
- We don't need the aquatic tank. Barely a few were used, and when used in combat, on D-Day, most of them sank like rocks.
- Your last paragraph would be very hard to implement, and I'd rather not have it.
- Before we implement marshes/swamps, which are generally quite small, we should implement jungle terrain. For all of SE Asia, which is currently just hills. Jungle terrin should work just like I described at number 1.

I would prefer to have jungle terrain before we have marsh terrain. But overall a very good idea.
