Maybe it wouldn't be real world, but if two nations selected it, the game would not allow attacks between these nations.
If one country changed it back to 'Peace' then a 48 hour countdown would began before the 'Peace' would be entered. ( or 'War' ) and the other nation would get the notification at the beginning of 48 hour countdown.

Maybe better would be an enhanced 'right of way'. Countries might want right of way as well as the truce. So we could just make the 'right of way' on a 48 hour countdown. I do get caught sometimes with shared map countries leaving the game and my airplanes caught trying to crawl out of the country before the right of way changes to war.
But then we could get situation where one countries marches his troops to others capital before 48 hours is done and is deadly position for battle. Have to think about this one.
This largely already exists, you can just agree between players to coexist. Of course, you're at the mercy of them holding up to their end of the bargain.
In WWII, Russia and Germany had a non-aggression pact. How did that work out?
