Add tundra terrain

I think northern plains and hills should be replaced by tundra. This idea comes from Conflict of Nations and I think it's a really good addition. The main thing is the idea to limit tanks. Tanks currently have basically no weakness. Environmentally they perform the same in all environments, only limiting factor being speed. I think tundra should exist as the terrain where tanks deal less damage, -50% sounds good. My reasoning is most commintern nations are northern, and tank spamming is too strong against people using little strategy. This also helps with emersion, as it can show the temperature regions of the map. For other units, I think all light and heavy armored units should be weaker, while no armor, especially militia, should get a bonus. Maybe give commintern a reason to use commandos and planes.

As 90% of the COW players spam tanks it's wise to produce both SP artillery and attack bombers. If you have the right counter units than you don't need Tundra. The commitern doctrine allows already the spamming of units. If on top of that units get a penalty in their country which makes them more difficult to invade would give them too much of an advantage.

I salivate when my opponents only make tanks. They are so easy to counter with air superiority. Spam all the tanks they want I say. Attack and Tact. bombers will boost your achievement points and lead you to victory.

The idea of having temperature affect the units sounds nice. I don't think it should be a separate terrain but a penalty on top of that, say -20% speed to most units (commandos probably not affected as they are specialised). If you have a cold penalty though you will also need a hot penalty, in the deserts.

Tactical bombers do little damage to armoured units. They are ment to fight unarmoured units. Attack bombers, SP artillery will do just fine, some anti tank or tank destroyers placed in cities and being stealth and it's GG for our panzercommander.

It would make the map extremely complicated because if you add Tundra then you need to integrate Jungle, Desert and Swamps too. Then I'm not even mentioning the different seasons that come with it.

They destroy light armor (light tanks) and destroy artillery units.

Of course medium and heavy armor will get picked off by attack bombers.

If you aren't mixing in Tact bombers with attack bombers then you are missing out! Plus the range is nice (especially for allies)
