Nice. That would be nice to reveal units with long range radius, however, there are spies and certain units have wider view ranges than others.
The only time France wants us to go to war is when the German Army is sitting in Paris sipping coffee.
i think that there should be a radar building that scans the area around the province for enemy units but wouldnt say anything about the size or type just hey its there. it would update every 10-30 minutes.

no one can deny that is a good idea. You could probably level up the building too, i guess?
I saw the title and groaned but actually thats not a bad idea. Maybe not "dish" tho, Scout Building or something?

Realistically radar should not detect units at a distance, except ships and planes. But you can rename the building "local information network" and it would have the same effect. I am not sure the unit is needed, the players could use armored car (for short range reco) and spies (for strategic reco) instead.
if there were a way to implement researching radar that would be historically accurate.
Call it a radar station.
Early-warning radar station. Permits the early detection of enemy aircraft and ships (anything on a water tile.) Ground units are unaffected and still require traditional means to detect. Can be directly attacked by bombers and by spies.
