I seen that but never used it.
Anyway, on the pc if you hold ctrl you can select which units to add,
or you can hold right mouse button and draw an area to be selected.
These also work when selecting provinces.

Addition of Add Army in Computer Edition
When playing mobile, there was this button of "add army". I find that very convenient as it could help me choose which troops I want and where to direct it to. However, in computer, there isn't such button, and I would like this component to be added in the next update. It can help me to focus my troops much easier without involving other troops. I hope there are many who also want this minor update to create a better COW.
