Yeah, in theory they implemented something that prevented this from happening, but well, as we can see, it doesn't have much effect.

AI and Rockets
The AI has way too many rockets. These things are devastating and after finishing a game, the AI must have at least 1,000 rockets altogether. Can this be changed? Spain has 211 level 1 rockets alone, Poland bringing up the rear with 139 level 4 rockets and Germany providing support with a further 184 level 4 rockets.

Yeah this always happens to me aswell, super annoying for invading AI nations in late game.
