Lol, we talked about this before when we found out AI having stacks of rockets that are 100+
Anyway, when you get to the stage of a game where AI have that many naval bases in so many useless locations, you probably have enough resources or are so close to winning that it doesn't matter. Naval bases don't really cost that much so I wouldn't worry about it.
AI have unlimited resources anyway, once they have a province that produces the stuff. I think, anyway.
