Yeah. They can spot my sub even when they don’t have destroyers.

AI's are special
Have the AI countries follow the same rules as active players .
I have lvl 1 Norwegian destroyers following my lvl 3 subs everywhere.
lvl 1 AI infantry run away as my commandos approach.
AI troops always seem to know which provinces have no garisson troops.

They may just be moving randomly. I don’t think AI is this smart most of the time… I hit a stack with like 5 milita with a 50 unit stack containing artillery and they send their forces to attack me.

No. I placed sub under a cruiser and the AI added a destroyer. I added another and so did the AI

We were at peace, though I think if the game lasted a couple more days the AI would definitely declare war on me.
