Air base level
I propose that more you upgrade your air base, the time you wait to refuel will be decreased because more your air base is sofisticated, you will save time
level 1 : basic time
level 2 : -10% from refueling time for all planes
level 3 : -20% from refueling time for all planes

It's already implemented, I believe that it halves from 15 minutes with each increase in level.

Level 1: 15mins
Level 2: 7mins 30 seconds (50% drop)
Level 3: 5mins (33% drop)
