I tried using airplanes (Tac B L1) for reconnaissance, he does not see.
Would be nice though

I (Spain) and Italy in alliance in this party, our future enemy is Yugoslavia. But he can fly on our territory.
therefore he can see my units.

Are you saying he is crossing over your territory while moving to a new Air base? And yes he can fly Recon missions over your territory when at Peace.

Me Yugoslavia, patrolling over Italy, in peace, not seeing his troops.
Oh. Could it be there are no troops there where I am looking?

It is possible there are no troops at that location.
