I think it would be an useful and interesting troop the aircraft carrier, a ship very effective against aircraft. Furthermore I would decrease attack of the another ships against aircraft and I would increase attack of the naval bomber which is very useless now.
Tell me what do you think about it.

The aircraft carrier is unlikely to be a potent weapon on it's own, and requiring an attendant fleet and air wing to service all it's defence and offence needs.
An aircraft carrier should be a formidable weapon, but not because of its statline. It should be because of the increased utility and threat it generates:
-It's a mobile airbase
-It can dispatch aerial patrols to increase it's field of vision and spot units with those patrols as far out as the aircraft can fly (using the current patrol mechanics)
- It can (since it will probably be carrying naval bombers and be escorted by destroyers) spot and kill submarines.
And so on.
Currently all ships have an adequate amount of defence vs enemy aircraft, and the cruisers function very well as support ships. Not to mention a fleet will benefit from many different sources of AA and the current mechanics mean that a multi-unit-type stack is extremely strong compared to a mono-unit-type stack.
Aircraft carrier as unit is week so I would like to see change in tactics when players start to build supporting ships for it.
The carrier is a mobile airfield, by stat line it have AA but have 0 value againts ships, it wasent made for combat only for supporting the fleet and provide air power.
This is probably the 15th CV suggestion I've seen. READ THE FORUMS, PEOPLE!
