I believe it would be logical to add a 'Ferry' action to aircraft for transport between airfields. Given that the ferrying aircraft doesn't need to save fuel for the trip to the originating airbase it would logically have double the range of a patrol. In the war aircraft weren't shipped to their airbases in trucks, they flew there.
This makes sense, a march order is not the same as an attack/patrol order... the aircraft would not be required to conserve fuel and it's range should be doubled on a march order.
