It would be nice to have an in-game chat you can organize and an alliance forum but they probably won't be used much as discord is a better place for quick communication in general.
Mass mailing is definitely useful though.

there should be a Alliance forum within CoW itself instead of making us(Or is it just me?) use discord or create a website for it.

It should be a function in the homepage to mass mail Alliance members or other people with the same message and not copy & paste so many times

U can say: there’s already a chat function in-game, but I need it for u to create a group and add/remove people, kinda like WhatsApp (I don’t have)

Lol no, it's 13. For some countries 14/15/16 but definitely not 18, also discord won't lock you out if you are 13 or older since they can't confirm your location. It's a new thing btw, click here for info.
And again, that two functions probably won't be used as much.
