As the title says, allow bombers to attack enemies in friendly territory without causing a war. It makes it much harder to defend an enemy if every time I do, I accidentally war them

What you request is already possible without problems. Maybe you had a warning that you may accidentally start a war with allied country? If that, ignore it. Unless, of course, you actually missclick and really target your allied unit or city.
