An Option to Industrialize
This is not a fully fleshed out idea, just something I figured I'd float to the other commanders.
What if there was an option to industrialize a province, and turn it into a brand new city? Short term it's definitely not a smart idea, but late game, it could be a way to maximize your resource gains in your core provinces.
I think of it like this:
-Costs ~5000 of each resource, 10k manpower, and 35k money, takes 2-3 days to industrialize. Industrialization is permanent.
-industrialization doubles manpower, money, and resource production. Enables unit production in that city.
-all buildings in the pre-industrial province will be demolished, with each building lowering the price slightly.
-industrial provinces will NOT provide VPs. Meaning you cant just build cities willy nilly and win the game.
-industrial provinces can NOT be sped up with gold. That would defeat the purpose.
-industrialization CAN be cancelled, with minor refund.
-some provinces, namely mountains, cannot be industrialized.
-Non-core provinces take an extra day to industrialize.
-Standard morale rules in regards to building time. Minimum time is 2 days.
-not available on day 1. It isnt smart, or feasible, so why allow it?
-post industrialization, province will be changed into a "city" terrain.
Pros:
1. An extra city. More army output, more long term resource gain. More diversity in armies and army structure.
2. Stronghold. Gives players the option to build a "stronghold" city in the event of invasion - effectively allowing them to stay in the fight.
3. Long term, can give a serious edge over opponents!
Cons:
1. Time consuming. 3 days is a long time in an RTS. If that province gets occupied mid-construction, then all of that effort was for nothing.
2. Expensive. Given 1.5, these resources arent exactly plentiful anymore, making it much more difficult to just spend resources.
3. Very very risky! Doing this leaves you exposed in a number of ways, mostly economic. It's a gamble!

This might be urbanization rather than industrialization...
Maybe lower it to just 1-3k manpower? 10k seems a bit too much for to done cost effectively.
Cool suggestion! With some tweaking and balancing I can see this in the game, only problem I see is that this might not be worth it, conquering new cities gets you more resources (albeit 1/4 regular production) and 10 vp.
