I think CoW needs to add Annexing into the Game. Especially since lots of wars, (Ukraine-Russia War an example) are all started simply because a country wants to annex certain parts of the world. With this Annexing it would decrease the Non-Core Province reduction for recourse production rates slowly over time, maybe 5 percent at each day change, eventually reaching 100% production rates. The original Annexation would take about 10 days, this way Annexing is not Spammed. Maybe you can only annex 1-3 provinces at a time, and if you are in the middle of, completed, or just begun an annexation and you lose that province, it could cost a minus x amount of Moral % for every province. And if the opposing country that stole the province during or after the annexation, was that provinces Core Country, then it increases all morale for that Country in all provinces.

The game is nothing but annexing...constantly, by everyone in every direction.
What you're asking for is increased production rate via what appears to be the most complicated method imaginable.
Essentially, "let me take a territory that is not my core territory, then make it my core territory because I want more resources."

Yes, but isn't that why many wars are started in first place, to expand. My idea is that the actual process of annexing provinces is extremely hard to do successfully, cost a lot of resources, time, and morale if not completed. This way players aren't just spamming annexation, also the time for the extra resources to actually add up to anything, takes quite a while, so that annexing a province isn't entirely game changing in moment but adds up later in game if the player happens to keep that province for that long.
Maybe in Order to Annex a province you have to have another province bordering that one, or say that provinces is on a coast or is an island, then you can annex it.
Needed Items to annex a province:
- A touching Border or an Ocean Border, Not including lakes.
- A necessary x amount of units
- A propaganda office (during annexation rebellions are 25% more likely)

As JT says, it sounds like an incredibly complicated way to increase resource income. Just build industry (in your core) when you want more res, it can suck up your early game production easily.
