Currently Italy and I have decided to make our last stand at Berlin, so we have routed nearly all soldiers to the area and constructed high level bunkers to repel attacks. The problem is, half of the defenses are Italian and their lands are soon to be captured. I would say that if you are in a coalition, your army would continue to exist with no provinces because then you would become a government in exile. It would only be applicable in a coalition because it is a formal alliance which requires shared government (share map). Resource depletion isn't an excuse because your army can still technically exist with 1 rural province. Having 0 isn't much different but your remaining army will still serve a purpose.

Think about how this looks from the other side. They beat you. They won. You're hanging around being a thorn in their side, for what? You're not winning this map. Let the game end. Move on.
Nah, this wallet warrior wanted the smoke so I'm gonna be a pain in the ass like he was to me. He turned the entirety of the continent against me and spammed railroad guns out of nothing more than spite for me winning against his spam army. Having whole armies decommission just because they lost one last province is just retarded. And no, this cannot be exploited because there is only a max of 3-5 players in a coalition. On larger maps this would likely not be as beneficial, but on smaller maps it makes all the difference. I was forced to relocate the Ukrainian government to Prague just so their army could continue to exist. However, their remaining army did in fact fend off the Russians for a day and they played a huge role in the Battle of Warsaw. Even though we lost in the end, we inflicted way more damage on them and if he wasn't a gold player we could've won. Not all countries can spare a province for a government in exile though. And you can't even trade provinces until day 7. This feature cannot be exploited, and it's something governments did a lot in WWII, as seen mainly in Poland and France.
