..or maybe a tech spy except this one halts progress in a random research, i think the above would be unfair for some players depending on their country, e.g. soviet union and US are quite safe but germany is surrounded and can be attacked by many players..
Atomic Bomb Research
Just to slow down the Dr Strangelove aspect of the game, an undamaged nuclear reactor could be made necessary for starting or continuing any level of atomic bomb research. If no undamaged reactors were available any ongoing research would stop and no new research could be started.
This would encourage players to make pre-emptive strikes to halt other nations' progress: quite unlike certain goings-on in our own times. It would also encourage players to look for remote places to build reactors for research: ditto.

That is true for conventional warfare as well: gives germany an incentive to go for Iceland or Greenland for instance, or trade with an allu.
...as germany i would never spend 10k rare materials on a nuclear reactor in iceland when i dont have an army/air force/fleet to protect it, it would become too important to defend and would result in half my army being on the other side of the map..
I dont really think that the Nuclear Option is on the table for me, whats the point this is a strategy game.
have you used nukes yet? nobody has so there is no way of knowing how effective they are until then, wait until you have used them to decide....
By the way at the begining I've searched "a long time" how to build a reactor!
And of course I didn't find ...
First I thought it was logical to have a special factory like the Germans in Norway to produce heavy water for exemple.
And the logo misled me.

Well I see today that the nuclear reactor arrive after level2: It's not clear in the information. Please, think about an information on the cartridge of the nuclear reactor or in the future for the manuel.
