Balance Resources Spreads For All Nations

I suggest that, to promote fairer gameplay and allow a more diverse set of strategies to be employed, Bytro should adjust the resource spread for all nations to move from scenarios where the resource production is vastly uneven to scenarios where the resource production is fairly balanced for all resources.
