Although on his appearance Vascomacedo seems callous and inconsiderate for new players. But his frustration is still valid.
It mainly boils down to a game design issue. COW is a time intensive and effort intensive game to be effective at it. And players quickly learn that once the balance has tipped against you (your side), it snowballs and rarely does the tide turn. Thus it's going to be natural for players to quit pretty much as soon as that point becomes obvious.
The fix for this is quite simple. As a in-game mechanic, the game should incentivize players and reward them for sticking out currently losing positions and staying active. One easy solution is a daily incentive/reward, prorated base on your size maybe in the game. An examples = a small gold reward - something that you take with you to the next game, proportional to your size and how many wars you've fought or are currently in... or similar.
Example: lets say you have played 25 days, and you started with 20 provinces, you currently have 10 provinces left ... you might get a higher percentage daily activity reward to incentivize you to not just quit. Think about it, wouldn't it be enjoyable and challenging to play some wars out in a more "realistic fashion"?
I don't know? But I do think having few games stay competitively balanced for an extended period will over time erode interest in the game.
Dismissing a hyper active guy like Vasco isn't helpful. Take his criticism on it's merits. The ban idea is probably harsh, but a carrot as opposed to a stick is self regulating and is an easy fix, IMO
