Spam your own battleships then, if that doesn't work, get naval bombers, the enemy doesn't have the capability to get several fleets that counters everything.

If your having a problem with a larger enemy navy then stick to land and don’t cross over water. If the problem is that enemy battleships are bombarding your costal Provinces then you can use RRGs (I don’t usually recommend RRGs because of how slow and expensive they are but they have higher range then battleships so they can be used to counter but since the damage done to ships by RRGs is minimal it won’t be effective if a player stacks right or has the guts to let his/her troops suck up the damage) and if the problem is that you need to cross water then try to avoid conflict until you can build up a navy of your own. In the end tho all these problems are solved if you strengthen your own navy, the 2 best counters to a navy is 1- Be completely landlocked and 2- Other Naval units (I count Naval bombers as a Naval unit since they are almost never used for anything else even with the extra view range)

To summarize up this confusing and mostly philosophical post. To defeat an enemy navy you need your own navy, it’s pretty obvious and if you can’t build your own navy or need to use those resources for other things then don’t pick a fight with any Islands that have a decent amount of ships.

All you have to do is know your counter defenses and try to get them to split their units, to deal more damage and increase your chances of a win.
