Be able to play as ANY nation
Whenever I want to play as a small country (i.e. Cuba, Belgious), it would say "This is a small county played by the AI" or something along those lines.
I do not see what would be bad if people could also play as smaller nations.

That would be interesting, but a bit unfair for the ones who have to play as the AI's

Being "forced" to play a small AI would be bad.
Having a choice to play a small AI would be good.

Just play the world map. There's plenty of small countries you can play as there
