Better Popularity System

I'm kinda annoyed that despite I have a 200 unit army AIs still declare cuz of low popularity. AIs should definately factoring things like economy, army and research prior to declaring. Its like telling Finland to declare on Russia now, sure low popularity, but the economy, army and research are both decisive factors that will cost them the war. In real life people do factoring in these because it may cost them the country.

Your point is valid, but the point of the whole popularity system is to ensure if you make dumb decisions (like surprise attacking and never trying to improve relations) regarding other countries, you will face the consequences. It'd be nice to be able to instigate a "fear" symptom within AIs though. The more brutal you are, the more other countries fear you, not wanting to get on your bad side. Maybe a downside could be slower morale development?

Agreed, downside morale would be great as large war cost people's lifes
