Do you mean that they are not playable countries? If so, this is intended. Finland, Morocco, and others are not meant to be playable.

There seems to be issues in the Europe:Road to War 1.5, where the AI players seem to have glitches and take spots in the map like South America, Morocco, Finland, and other places.

It's tutorial for new players, new player must reconquer own core Province from any country it has, even on other side of map.hurricaneninja wrote:
