Your key line is "I'm not in the coalition" which means, for game purposes, you are not allied, even if you say you are. In reality, there is nothing stopping them, or you, from attacking each other as you are not in their coalition.
Bug? - Fire control - Aggressive stance vs Offensive stance
Dear Bytro,
Please take a closer look at the "Fire Control" mechanism, or explain how it is intended to work.
In a 100 man World at War game, we can order some units with a fire control mechanism. However, the aggressive stance does not seem to work as intended or as some may think it is supposed to work.
The text for aggressive stance:
"Start bombarding any neutral or enemy army in range, even if the execution of other orders have to be deferred."
An example. Say I'm an ally of a coalition, I'm not in the coalition, but I have shared map and otherwise allied with its members. I control the Gibraltar coastal area with a destroyer or submarine. Now I would make it so that only allied partners can pass, not neutral or enemy forces. I choose the submarine or destroyer to have an aggressive stance for its fire control. But, if an allied partner wants to pass, the allied unit is automatically attacked by my unit, even though its not neutral or an enemy. To let this work, we have to set the fire control to offensive. But by doing this, neutral units are able to pass freely and can attack provinces behind the controlled area.
Shouldn't the text for the aggressive stance rather say:
"Start bombarding any allied, neutral, or enemy army in range, even if the execution of other orders have to be deferred."
If it is working as intended?
Or change the mechanism so allied forces can pass freely without getting attacked.
Looking forward to an answer.
Kind regards,
JonaGo

Agree ... Computer code in CoW program does not know what you are thinking, or of any complex deals you have made. From his view, if you are not officially in a coalition, everybody you are not in war with is a neutral country.
Most of the time that I expect contact with enemy units, I set to aggressive. If I were to use offensive, I'll probably wind up in war with a neutral country ... If I have artillery defending a province, I set at fire at will- for if I let the setting stay in aggressive, my artillery may leave the city in chase of nearby enemy units. Thus the city may be undefended to attack by any enemy units that I was not chasing ...
This bug should be fixed with today's update (was missing in the release notes)
There are several cases where war can break out between players with shared map. Most notably attacks with rockets will trigger a war when it lands on a province even when you have shared map.
For complete protection from friendly fire accidents we always recommend joining a coalition. This prevents any possibility of accidental wars unless the coalition is left.
As freezy indicated, this has been adjusted to ignore units of countries you have granted share map with from being fired upon by aggressive fire set units, which should alleviate the situation outlined above.
