Build Capital in Rural Provinces

I don't see why a seat of government can't be in a rural province. Throughout history, nations have often chosen their administrative capitals in rural areas either by preference or due to war. Sometimes there are not any cities to spare and make a capital during a war which they may be needed for building or producing.

It would suck from a game perspective. That’s basically all the justification needed ig… you used to be able to iirc but it changed soo…

How?

Everyone could just build capitals wherever and then be a pain in the ass to deal with. Cities are easier to run an organized government from, since when did countries base their governments in small towns?

maybe make rural capitals take longer to build

maybe twice as longer

And now they are useless and have no reason to exist… the devs made the urbanization switch for a reason, I don’t see it changing any time soon.

No they can’t, they rarely were, and they shouldn’t. It’s really simple, the game used to LET you do it, not anymore, the devs won’t and shouldn’t change it. There is no benefit!

According to Wikipedia:

  • Bordeaux (June 1940), the government was relocated from Paris to Tours then Bordeaux very briefly during World War II, when it became apparent that Paris would soon fall into German hands.
  • Clermont-Ferrand (29 June 1940), the government was relocated from Bordeaux to Clermont-Ferrand, during a single day, before going to Vichy, which had a larger hotel capacity.
  • Vichy (1940–1944), the Third Republic was abolished in Vichy and replaced it with the French State.
  • Brazzaville (1940–1943), with metropolitan Franceunder Axis powers rule, Brazzaville was announced as the seat of the Free Francegovernment.
  • Algiers (1943–1944), the city was made the seat of Free France, to be closer to the war in Europe.

  • Paris (1945-present day).

so went from urban to urban to rural (briefly) to another rural, then to africa, then to another africa city, then back to paris

Apart from Vichy, the ones they stayed in for at least longer than a day were all Urban in the game, and Vichy was a sizable town for the time.

I don't get why a government could not reside in a province. Technically, a government can operate from anywhere. The US has many contingency plans in case any federal buildings are destroyed or at risk, then Air Force One or any other presidential aircraft will have the necessary equipment to carry out their duties. I get the game doesn't have that, but a government could operate from anywhere is what I'm saying. In my opinion, it's more of a pain in the ass not to have the ability to have capitals anywhere. The Holy Roman Empire, even thought it is old, they hosted many government functions in small cities like Wetzlar. Weimar Germany also hosted some functions in Weimar during crisis in major cities like Hamburg and Berlin. Even Vichy France, which had larger cities under its control such as Lyon and Marsielle.

Totally support this suggestion. Don't know why they removed it.
