Building Naval Base in 15 minutes? Completely unrealistic

Why Naval Base is so fast to build? It's unrealistic, compared to other buildings.
To make it realistic, this time should be longer, at least 12 hours, or a day.

The main thing a naval base does, is increase resources. Outside of that, the naval base helps troops get into boats. The decreased dis/embarking time is only useful on your own territory; though I have used newly gained territory to quickly build naval bases as to lower the disembarking time of reinforcements.

I always wondered why they took forever to disembark, you try loading a tank on a rowboat.

And, yes, there are plenty of "prairie boys" in the Royal Canadian Navy. And plenty of flat-landers from the American heartland, who have never seen, tasted or smelled saltwater prior to their service in the U.S. Navy. Chester Nimitz was born and raised in a dusty cowtown in central Texas.
Seamanship, starting with the ability to row a boat, is a learned skill, my prairie-bound friend.

I know, I know, but I joined the Air Cadets to fly, not to sail, so I have not been anywhere near a boat in several years. In fact, the last time I saw a boat was on a trip to Victoria, BC.

well, I can't see(too well, my perscription is pretty bad) and I can't shoot (at least not an Air rifle), but at least I don't walk into door whenever I enter a room
