A very amazing idea tbh. You can add Turrets and armed bunkers(see my article on this). Furthermore, radars can obviously detect tanks and heavy armors when researched to higher levels. The mines must also include anti-personal, and can also explode unknowingly... The victim isn't aware of the attacker. Coastal Batteries are just naval turrets. The barriers can be used in such a way that whenever, a country starts a war, the borders b/w them make a defensive line of barriers which breaks after the enemy destroys it. The barriers can provide a little defensive damage during enemy's breakthrough on the border. The tender ships are great. There should also be a mother airship which does the same thing.
Building + New Unit suggestions
first time on forums, have a couple of suggestions regarding new features I'd like to see in Call of War
Radar
You should be able to choose certain provinces to build radar stations in. The radar view should be somewhat like that of regular units but of course bigger. Higher-level radar could increase the view range. Units highlighted by radar could have a blue outline or something to not confuse the players. Land units shouldn't be highlighted by radar as that seems a little unfair but Naval (not subs) & Air units should. There could also be a separate radar screen in the settings to let the player view all stations. Ps; for realism & balance, radars can be expensive in terms of rare material. Another important feature that would be nice is if the player received notifications when his or her radar picked up any contacts. (inspiration- HOI4)

Coastal Batteries
Somewhat like what the UK had on her southern coast & Norway had at the entrance to Oslo harbour, coastal batteries could be a great addition to Call of War. Like forts, they should be quite expensive in regard to metal & can have damage output similar to cruisers but should be quite durable (HP should ofc increase with level). Mines
Landmines maybe OP & quite a hassle to add but Seamines, I feel, might be easier & a more fun aspect (gameplay-wise). The biggest challenge with sea mines might be in regards to which units they damage i.e. will the players (who laid the mines) units strike said mines(?), what about his allies(?). Also, there could be a chance system when it comes to striking said mines where larger ships have a higher chance of setting them off. Players themselves could see where their own mines are (highlighted red perhaps) and any ships there (including his or hers) would have a chance of setting them off. Destroyers could lay the mines or specialized mine-laying ship units could be added. It is important that laying mines take time (at least 30 min) so that if say someone were to be chasing my destroyer(s) with a fleet of larger ships, I wouldn't be able to just drop a couple of mines & lay waste to their fleet. Mines could also be spotted (like regular enemy units) but only once they enter the inner view circle. Not sure whether they should be set off by submarines or not. Each individual mine should cost resources (not too much, but a bit) to prevent any smart alecs from mining entire seas. (inspiration- CoW subreddit)

Despite not actually being mines, anti-tank barriers may be simpler to add than landmines. They could just slow down armoured units while leaving Infantry & maybe even Light Armour unaffected. Permanent AA settlements could be added as a feature too. (inspiration- 1940s German Atlantic Wall + Metropolis)

Tender Ships
The only real unit suggestion I have, tender ships could be an interesting addition as they could expedite the healing process of Naval units at sea. Something I would like to see added would be things the player can do to allow for their units (especially here, naval ones) to heal quicker. Firstly, bringing fleets/ships into port should help with this but also tender ships could be an interesting feature to have. They should, of course, be sitting ducks and slow down any fleet they may be a part of but should have decent HP.(inspiration- gameplay)

The radar I wholeheartedly agree with. I made a similar post on this about upgrading espionage (the link is below)
But...
1. Sea mines-Great idea. The issue is that you could normally go around sea mines. In CoW, you have to take specific routes and this makes mines impossible
2. Tender Ships- A lot in CoW is implied there are tender ships but they are under the broad group of a unit. Likewise, transports do have escorts, this is what causes the defensive damage, just they aren't shown.
Your post is pretty detailed. I completely agree with all your points.
I like the idea of sea mines as it can be an option for blockades, but for coastal battery, I feel that role can already be fulfilled if you place some artillery near the coast. The others are ok, but I don't think they would be revolutionary to the game. Radar is basically the role of interceptors but on a much larger range (even though static), while tender ships, as mentioned above, are implied.
