Building suggestion: research lab

I have a suggestion for a building to be introduced into the game: the research lab.

Function:

Decreases research speed of weapons, planes, etc. by 50%

Boosts morality within surrounding areas of the empire for up to 50%

Cost:

4,500 goods

10 food (because, a crippling nation won't need more research)

7,500 metal

10,000 rare metals

5,500 oil

At least day 5

Drawbacks:

Requires 2 in-game days to research and build

Only one per country

Captured research lab only boosts speed by 1.5%

What do you guys think? This is my first time trying to suggest for the game (no less my first post in the forum) so please be gentle. (eh, whatever, I ain't nobody's daddy-o)
