Building to reduce non-core penalty

I was struck with an idea for a building, maybe some sort of an administrative center that you could build on your non-core provinces. The building could soften the non-core production penalty to 50%, starting from the usual 75%. The first level could reduce it for 5%, the second level 10% to a total of 15% and lastily the last level could reduce it for another 10% for a total reduction of 25%.

No, because the province is stil non-core.

The past is a foreign country.

But you will still get an even or higher number of resources as in a core province with no buildings.

How about this, the base value of the non-core province gets boosted the % from other buildings like infrastructure. Then the debuff % is taken away. This makes it all better.

Ok, but I do still think that at least one in every country on the map would have this one province which would have lower resource production than a maxed out non-core province.

I think if we build a brewery that uses grain resources, it can be used to make the people more supportive "drunk" of the current regime and thus more willing to work. :3

I may just have the solution.

Increase non-core production scaling on moral of the province, this is where the people started to accept even enjoy being part of a great nation.

Although I am still completely opposed to any suggestion regarding nerfing the non-core penalty, I also truly believe that morale needs to play a bigger role in this game.

Other than keeping production high, and your troops from dying? Yes indeed morale needs some kind of mechanic of its own then just a supporting factor.
