Want to build the next level of an airbase. No construction taking place. i've clicked on the build button, a small message appears that fleeting says the airbase is being built, but, nothing appears in the bow next to the "Production" box; and, nothing appears in the small box at the top. If I can't raise the level of the airbase to 3, I won't be able to build some of the air units. Any thoughts on this problem. 
Often, when buildings (a level) or a necessary research has just been completed, the game is not yet updated and it still shows "under construction" or "it's already being researched" or something like that...
...in such cases just reload the map (..and if it still occurs possibly also delete browser cache and cookies).
