Cap on War Bonds

I'm okay with war bonds, but what I don't like is when a country that has done basically nothing all game suddenly pulls out 300k war bonds on me. I think that a cap of 100k or even 50k is needed to prevent hoarding and spamming.

I think that should only be enforced on returning inactives

Just as units cannot heal in melee combat. WB healing should not be allowed if ranged units are in combat.

Recent example: my opponent had 1 battleship. I countered with a NB. I delivered more damage than I took but he kept using WB to heal forcing me into either breaking off my attack or using WB just to stay even; even though I was delivering more damage per attack. So we both burn are WB which might not be so bad, but I’ve got other players to deal with and near as I can tell he hasn’t been in combat at all.

The warbond healing is a joke, seriously op.

Does anyone know where this cap is going to be? I have 197k right now, do I have to start spending them?
