Are you talking about outer Manchuria? The Soviets don’t control any part of Manchuko. The population of those regions is mostly Russian iirc, and even then the USSR was a UNION for a reason. Siberian people and Central Asians are the bigger thing to talk about.

I know what it is, Russia had already colonized it by now, and most of the population was Russian. Vladivostok is the USSR’s double iron producing city (the other ones produce half) so making it non-core would mess that up. Wouldn’t work.
