When you hire a spy and tell the spy to spy on provinces
it say the report will come in 24 hours
but when you send a spy to a VERY Close provimce
The report STILL comes in 24 hours
I’m pretty sure going from Paris to Berlin Doesn’t take 24hours
1.the spy go to da air port
2.wee! Da plane fly
3.da plane lands
4.spying timeeeeeee
all within and LESS than 24 hours

To your question:
Think about it >> Spies also have their fixed working hours and have to adhere to their union-prescribed breaks >> a spy who only has short distances and therefore works less, would be truly stupid if he gave his reports too early >> in the worst case, his wage would even be cut.

Well,
But do not tell anyone
"Then, when you run out of ammunition and the enemy continues to advance - to the bayonet, when they break your knife - to your hands, when they break both of your hands - to your teeth, when you get the last tooth knocked out, as long as you move, as long you are there - attack! When they mortally wound you, see to it that you fall in their way, so they have to go around you, jump over you or move you - bother them even in death!" speech of lieutenant Tasic before battle of Cer 1914.

This is how I perceive it 41. Even though the game kinda phrases it as recruiting a spy and sending him there due to the ability to move them around instantly, in real life spies were often recruited from within the territory. So the process in my mind would be finding an asset, assigning him a task, have him complete the task, and then wait for a report from them. Having reports at day change actually seems rather generous to me seeing as some of these missions could take days/weeks/months. And the distance of said task wouldn't necessarily affect the time of said report (It's done when it's done). Obviously that'd over complicate things. Also this isn't Seal team six we're talking about.. that kind of covert ops weren't quite around yet.
