how do you know someone will join as france?

You should be able to send messages to inactive players before they join the round. For example, I you are germany and want peace with france, you should be able to let them know that as soon as they join even if you are not there

because in case they do, it would be helpful, if nobody joins, then nothing is lost anyway. Why not? Is there a reason not to?
