To my knowledge no chemical or biological weapons were used in the European theater, although the Japanese army ("Unit 731") engaged in several secret experimental attacks using biological weapons against the Chinese civilian population in 1940-42.

I'm just spitballing ideas but possibly you could make a chemical weapon in the "secret" research tree. There could be an after effect that makes it so units can't move there for a period of time.

Some evidence exists for German use versus Russian forces in the final parts of the Kerch Peninsula / Siege of Sevastapol in order to remove defenders from a cave network.
There was an inadvertent release from a US merchant ship in Italy when it was attacked by German air forces.
The Japanese just were plain evil with the stuff. IMHO, there was a lot of stuff swept under the rug there after the war due to the impending face off with Russia and Communist China.
I am not sure how this could be incorporated into the game well. Adding it to the research tree only creates more places for resources to be spent in a resource scarce game. Using it has all sorts of interesting follow on problems. For example, Goering testified that the German army decided to not use it because their horse driven transport system would fail due to horses not have adequate airflow to pull a cart while wearing a gas mask. If the effect of bombing cities is looked at as a guide, gas attacks on population centers are just as likely to harden and enrage the defenders as rout them.
This whole thing feels like a mess to implement and would likely require a fair amount of play balance testing to work out the parts.
