No it would not. Win alone 25er historical map with "small" land, then say us one more time you want try conquer the world with only 1 core province.

There is a reason why Luxembourg has never had ambitions of conquering Europe.

Sometimes countries and leaders must adjust their ambitions to fit their circumstances.

If you want to modify a map, I would suggest that the caveat would be that you make the smaller countries neutral, and whenever a player attacks a neutral country their rating drops 20% for 4 days. Then watch how many players work around the neutral countries. That would be more realistic.
